A crane lift is one of the most dangerous moments on any construction site. Tons of steel move overhead, often over people, and the operator in the cab frequently cannot see the load land or the workers near it. Two people carry that moment: the rigger, who attaches the load so it cannot shift or fall, and the signal person, who is the operator's eyes and guides the lift. 1. Does OSHA require crane signal persons to be certified?

Not necessarily. OSHA requires a signal person to be qualified, which can be done in 2 ways under 29 CFR 1926.1428, through a third-party qualified evaluator or through the employer's own qualified evaluator. Either way, the person has to pass an oral or written test and a practical test, and understand the signals, the equipment, and its limitations. Third-party certification is one acceptable route, but it is not the only one.

Under 29 CFR 1926.1419, a signal person is required when the point of operation is not in full view of the operator, when the equipment is traveling and the view in the direction of travel is obstructed, or when site conditions make a signal person necessary.
